Have to look to skype API if possible, it would be a nice feature to have.
Skype api does not support a get version function, the workaround used was to see the available feature from the contact (video, ... ) and then set the version corresponding to the new feature.

AFAIK file transfert only works for skype to skype, you will only have a notification in miranda but the transfert has to be done in skype itself.
